We offer many programs and services to support deaf, hard of hearing, and deafblind individuals, their families, and professionals in the field. These include help with communications technology, accessibility, education, training, and information. Our goal is to make sure everyone has what they need to connect, learn, and participate in their communities.

The Colorado Early Hearing Detection and Intervention (COEHDI) program collaborates with other state agencies and EHDI partners statewide to support a coordinated system of care for deaf and hard of hearing children, aged birth to 36 months, and their families. Priorities include: support for hearing screening, diagnosis/identification, and early intervention efforts to ensure appropriate language, communication, and social development for children with hearing differences.

Our Communication Access Services (CAS) program supports making communication accessible. Services provided include certified sign language interpreters and Communication Access Realtime Translation (CART or live, human-generated captioning) to ensure deaf, hard of hearing, and deafblind Coloradans can fully participate in everyday life.
We oversee both Legal Communication Access Services (LCAS) and Rural Communication Access Services (RCAS). LCAS supports communication access in certain court and legal settings and RCAS connects community members in rural Colorado to qualified communication access providers.

The Communication Technology Access Program (CTAP) includes: Communications Technology Program (CTP), the National DeafBlind Equipment Distribution Program (NDBEDP) also known as ICanConnect (ICC), and, Telecommunication Relay Services (TRS).
The three programs provide access to communication, devices, education, and resources to qualified deaf, hard of hearing, deafblind, and speech-disabled individuals.

The division provides a wide variety of training, outreach, presentations, and panel participation (TOPP) free of charge. Topics are focused on serving the deaf, hard of hearing, and deafblind communities, their families, and the professionals who work with them. System Engagement is the work we do with various communities, agencies, organizations and individuals that are interested in collaborating to elevate the priorities and needs of the deaf, hard of hearing, and deafblind communities. System Engagement includes work on existing projects, exploration of potential opportunities, and piloting initiatives. Some of our programs such as support service providers, Colorado Early Hearing Detection and Intervention, and Rural Communication Access Services started out as System Engagement projects!
